I've sent dick pics to two people in my life.
Neither were unsolicited. Both people, who I had been talking to for some time, and trusted, actually asked.

So, I can answer, based on my own mindset of how I felt, but I wanted to preface it by saying I have never, and will never, send such pics, unsolicited, to anyone.

Basically?
Men are visual creatures. We like to see, and get very aroused based solely on what we see. Because that is how our mind works, there is a part of us that wants to be seen, and be sexually desired, by women in the same as how we see and sexually desire them.
We want girls to look at us, or part of us, in a purely sexual way, and like what they see, and want more.
But it doesn't work that way.
The problem is threefold:

1) Women are not as visual as men are. The key drives behind sex are different in men and women, and while how things appeal to one do cross over to the other, the fact is that men are much more visual than women. This means that women, GENERALLY, are not as interested in bare visual display.

2) It just isn't as appealing. There is a reason why even gay men, and straight women, can see a beautiful female body, and understand the appeal, even if they don't desire it. The female body is, both sexually and non-sexually, visually appealing. There is this hard wiring in us all to appreciate feminine beauty, even if we don't find ourselves sexually drawn to it.
No such luck with a dick. Not only is the rest of the male form not on display (which, again, lacks aspects of the general appeal the female form has) but it is just one part of the body, and to be blunt? The penis is just not that pretty to look at.

3) Oversaturation of the market. If women just sent random tit pics to everyone and anyone, they'd lose some of their appeal. With feminine form being more desirable anyways, and men being more visual, maybe not a lot of their appeal, but the fact is that as much as men want to see, most women don't want to share. Men, on the other hand, will whip out their dick for a pic in a heartbeat, and not think twice about it.
There is an overabundance of supply, and a lack of demand.
If 80% of the guys who sent dick pics didn't, and never did, maybe girls would be less exposed to them en masse, and would find themselves asking guys for them, genuinely wanting to see them. But as they can find themselves bombarded with them when they don't want them, they never have a desire to ask.
