Think about this: are all men as strong as every other man, or are some REALLY strong and others very weak and lots of men somewhere in the middle? It's the latter, of course. There's a huge variation from man to man.

Ejaculations happen because of muscles contracting and forcing out semen. And the strength and health of these muscles varies from man to man - some men have very strong muscles, and some have very weak muscles, and most men are somewhere in between. Some men shoot 3 or 4 feet, and some dribble. That's because of pelvic floor muscles and how strong they are (or aren't).

Does arousal play a part? Yes, a part, but only within the context of whatever is normal for that guy. A guy who normally shoots 3 feet might shoot 4 or even 5 feet when he's super aroused (and multiple factors go into his arousal), and might only shoot 1 foot when he's only a bit aroused. A dribbler might shoot 2 or 3 inches if he's super aroused, but he's not going to shoot across the room, because he doesn't have the muscle strength to do so, no matter how aroused he is.

Though muscles can be "worked out" and their strength improved, people are also limited based on how they were born. Some men can lift 600 pounds with lots of training and diet and exercise. Other men, even with the same program, may max out at 300 pounds, because they just weren't born with the bone structure and muscle abilities of the top guys, and nothing he does will make him competitive with those men at lifting huge weight. Working out those pelvic floor muscles will improve things, but there's a limit to how much improvement there will be, and that limit will be different from man to man.
