Maybe, but probably not. Is this a recent thing? If so, has he had recent changes at work, possibly some you don't know about? Is he good for it on the weekends? Or after those three hours have passed?
Working can be draining- physically, yes, obviously, but also mentally; even if your job isn't demanding. The tedium can be a burden all its own, and sometimes you just need to sit and stare at the fire (or the television, in modern days) for a while to mentally decompress yourself. And he might be going through some personal stuff that's doing a number on him mentally.
This warrants a talk with him (preferably an "I'm worried; is everything okay at work?" talk rather than a suspicious one), and perhaps, if your schedules allow, for some playing around in the mornings- it's true not that every guy out there likes being woken up with a blowjob, but most do, and it's a way of showing that you care, as well as a reminder how awesome sex is; it might prod him into opening up.
It sounds to me like he is tired (from physical exertion) or stressed, and needs time to relax before he can be sexual. Given that tons of women have exactly the same issue and seemingly never stop complaining about it (that the guy wants sex from them before they've had a chance to relax, and it doesn't work for them), I'm not sure why this is a mystery to you.
Let the man relax and unwind, and de-stress, and then everything is fine.
