I've been in a few situations in the past where sex was an option with a girl I found attractive, but I turned it down for different reasons.

Some were because I was already with someone else and I don't cheat. Other times I was single but the girl was dating a friend or someone I knew and didn't want to deal with the drama. Other times, in my late teens and early 20s, I was just in a shitty situation and low self esteem, didn't think I was worth the attention and didn't want to get involved with someone else. Other times I just wasn't ready to take that step with someone for whatever reason. (timing wasn't right)

But yes, it is also possible they don't find the other attractive or are interested in any way. Or could be gay, etc.

There is also the possibility that you could be attractive as all hell and possibly great in bed, but your personality or attitude is a major negative. I've known some really attractive girls in my time whom almost any guy would want to be with, but they were such an asshole or a manipulative bitch or heavy into drama and back stabbing or otherwise a blight on society that I wouldn't want anything to do with them on principle alone.

The reasons are many, but dependant on the individual. You could simply ask them, but most people put on the spot like that tend to not give a straight answer.
