Because the purpose of porn (from the perspective of the producers who make it/fund it) is to MAKE MONEY. In order to maximize the earnings potential, they need to be able to sell their products in as many places as possible. And many places have laws that would prohibit the sale or possession of "incestual materials" and define that as depicting sex between direct family members. By changing the concept to STEP family members, they are able to navigate around such laws and legally sell their product to more areas, without abandoning the (fictional) incest-based storylines completely.
It's a simple matter of adapting to the laws in place in many of their sales areas.
