1. Taboos and fetishes draw a lot of interest and generate a lot of sales. Porn is a business, and anything that will enhance sales (and is legal) will be done. Lots of very "niche" sex acts have been popularized through porn this way: squirting, foot jobs, ball-busting, stomping, etc.

So... writers and directors had to come up with storylines that would justify including these older actors working with younger, more popular ones, to help give the older ones more work. Thus, you have all of the "step-parent" and "Don't Do My Dad" and "Mom's Teach Sex" and similar titles. And once you are making those, then it's a short leap to using similar storylines for some of the mainstream 20-somethings, and now you have the "step-brother/step-sister" titles.

And some people get off more because of those fantasies, while other people just want to see hot 20-somethings having sex, and they ignore the stories - but the same title works both ways.

At the end of the day, it's all about finding ways to keep the content interesting and keep selling new titles - withOUT a lot of expensive sets or costumes or extras as often happened in the 70s and early 80s, when porn was technically illegal and they were required to make the films seem like "legitimate art" by having sets and costumes and formal scripts and characters.

These incest stories have nearly zero cost - contemporary clothing and sets are completely fine - and they give work to older actors who might not have enough work otherwise, and they have an additional "hook" to get the incest-fetish people to buy.
