Why isn't it wrong for Black people to use the "N" word

I have lived several years in the Ghettos and it ha s always baffled me why Black people claim to be offended by the word Nig**r but yet call each other Nigga 60 times a day. Rappers constantly use the worn Nig**r in their songs and No One seems to care.

Let a white person cum up to a black person and say "yo what up my Nigga?" and they'll be slapped down for being a racist white boy/bitch.

I have no problem with Blacks in general, but if the "N" word is so offensive STOP USING IT!! Either that or change it's meaning and make it something akin to friend or brotha/Sista.
