The current average size of roughly 5.1 inches long became the normal because females of the past preferred that size. Women didn't know they may have preferred larger sizes, because many didn't know their partners size until marriage. Now that this artificial block has been removed, we will see natural selection take place.
With more women preferring larger guys, the genes for having a large penis will be passed on at a higher rate, meaning that inevitably a penis of 7 inches or more will be normal.
