Dating at over 16 is fine in UK, as long as parents are OK with it. There are no laws against dating. With parental permission, you can marry at 16.
As for masturbating over a photo, if it is a sexual photo, like nude or semi-nude, then the possession of the photo, if the subject is under 18, is illegal. A photo that is in no way sexual is fine. We all have them. I have school photos!

I don't think it's wrong. There's not really much of an age gap. Having sex may be illegal depending on your county/ state though so look into that. Also it'll be illegal to have any sexual pictures of her but it's not necessarily wrong in my opinion.
