This could certainly be an interesting debate. Legal age of consent in most states in the US is 16. The psychology behind it would be the real question and the study of effects on the situations. I mean our hormones do become active as teens for a reason. But the reality is I don't think in today's cultural climate this would be likely to get legalized. Perhaps in centuries past where you were likely a teenager when getting married anyway. I can see the viewpoints on both sides of this debate though and will be interesting to see how a majority responds.
I do not know what you mean by teenage girls, if you mean young adults then it is likely that they are experienced enough already. If you mean girls from the age of 13 - 18, than that sounds a bit more complicated.
Since there are a lot of Americans here and they tend to be narrow minded, you are likely to get a lot of hate for this question. Though Europeans would be open to such an idea, as they are extremely open to sexual experiences of all nature, even sexual experiences between very young girls and older men.

As and Individual i would say Yes and No!
Yes because i love the idea of teaching about Sex, chemistry, arousal, etc, etc...

I would be fine with this existing. Humans start naturally wanting sexual experiences at a very young age and there's no point fighting against it, it would be better to have safe, legal ways to deal with it while educating them instead of just not allowing it and having ignorant teens do it secretly with other teens that are just as ignorant and careless or with adults that might exploit them.
That is precisely what this is. Adults exploiting them.
