No. In some cultures men expect girls to be virgins on their wedding night. The hymen can rupture for a number of non sexual reasons and these guys can get upset if they think their bride isn't a virgin because she doesn't bleed. Many men are ignorant of the fact a lot of virgins don't have a hymen or will bleed putting these girls at risk of aggressive behaviour.

I don't like the idea of using them to fool a dozen guys you're a virgin but in some cases they have a use.

Not always. Some women are born without hymens or injure them doing day--to-day- non-sexual activities...

If a man or family are too ignorant and want to punish her if she doesn't bleed... it won't be cheating for her to use those artificial hymens.

My first reaction is, "who cares?" My second, third, fourth, etc. reactions are the same. An "intact" hymen is not related to a woman's virginity. Hymens can be damaged or torn through normal activities such as horseback riding. Just because this artificial hymen kit is available for purchase doesn't mean that it is important. Someone is always looking to make a buck off anything that they can, so why not sell artificial hymens? I wonder if merkins are sold in the same section?
