If you're encountering an exception, that's a condition called phimosis, where the foreskin doesn't completely retract. Sometimes it doesn't retract at all, sometimes only slightly; there are different degrees of the condition. Except in extreme cases, it shouldn't prevent normal sexual activity from taking place, though the lack of proper skin sliding can take something out of the experience.

    It's generally treatable through stretching the foreskin, and circumcision is an option, though that's something you want to avoid, if possible. As with many sexual issues, it's often seen as a moral failing instead of a medical problem, which is unfortunate. Your doctor can tell you more.

  • I did not know that is a thing.
    Mine retracts entirely, in fact the foreskin goes well past the head and nearly stretches out flat, if it wasn't for the frenulum holding it back on the other side.

    I guess others have a lot more foreskin, or a penis that isn't very different in size between flaccid and erect.
