I did not know that is a thing.
Mine retracts entirely, in fact the foreskin goes well past the head and nearly stretches out flat, if it wasn't for the frenulum holding it back on the other side.

I guess others have a lot more foreskin, or a penis that isn't very different in size between flaccid and erect.

Skin over the head is only with an uncircumcised penis. How much skin covers the head varies with the guy, and most often the head does not have skin on it when erect.
