  • I believe they are allowed to walk around topless in Toronto but in the last 20 years I don't think it has ever happened except during gay pride parades. Woman know if they get assaulted while walking around topless, police might tell them it's their fault and refuse to take on their case.   • I’m sure many men and women wouldn’t have an issue with it but for different reasons obviously. The problem is that breasts have been sexualised so having them allowed to be displayed generally in public would be public sexual behavior. Men’s chests may be appealing to an audience but they are far from being considered sexual. Personally I don’t need to see breasts bouncing , flapping , or even lightly jiggling around as I walk down the street , things are hard enough on crowded trains and subways 🚊
