No I don't think cleavage is overrated as long as someone isn't looking for it all the time. It is very unattrative when a man doesn't know how to be discrete when looking at other women. Besides some men prefer the bum over cleavage so in the end it all balances out.

How could cleavage be overrated? For starters, its not something that's rated to begin with, so it can't be over or under rated (Its not a movie). Second, its been an attraction for thousands of years! Its not gonna just go out of style.
