Girlfriend touches herself over her clothes, girls, is this normal?

I sometimes notice my girlfriend (we live together) touches herself over her clothes while she is on the phone or checking her email. I'm not sure if she even realizes she is doing it. Usually it looks like she is just applying a bit of pressure. From time to time, her hands will be under the clothes as well...I try not to catch her as I find it awkward, so I purposely make a noise if I'm entering the room I also noticed if she is reading in bed she might be touching herself under the covers, again I don't know if she realizes she is doing it or its more instinctive. I can attest that guys will scratch themselves or whatever if they are watching TV, or on the phone. doesn't equate to masturbating though. my question is, is this normal? is she masturbating or it just feels kinda good I'm guessing? i know that sexually, guys are much more physical, while for women its more emotional. guys would do it at any time, while for women its not the case. and her touching herself seems to have nothing to with wanting to do it! if girls can shed some light that'd be great!

she could just be stroking her hair maybe as an anxiety thing to relax (like while she's reading)

the touching with pressure thing might be that sometimes as women we'll get what feels like bubbles down there and we'll have to kind of adjust like a man would she could be having that feeling and it's like an uncomfortable feeling that needs to be 'fixed' and just pressure quickly down there would fix that or it could just be a bad habit she's picked up that she doesn't realize she's doing it.

yeah its hard to explain. I touch myself sometimes, I kinda know I'm doing it but not thinking about it so much, its not masturbating, it does feel nice. I don't know how how to explain it, but I think its pretty normal.

also, I wouldn't find it awkward if my partner did walk in while I was doing it - I mean he's seen me masturbate before so it wouldn't be awkward. do you think she'd care if you saw? or does it bother you?

thanks for the comments. I doubt it is discomfort. we definitely do not masturbate in front of each other, let alone discuss it! I guess some couples are less comfortable with certain things. i can see this as being the equivalent of guys scratching themselves in front of the TV. however, I really only do this if I am alone.

I never touch myself randomly like that. I don't think masturbating is wrong or anything. I just only do it intentionally and when I'm 100% alone.
