No. Flacid size is not indicative of erect size. Well, if he's 8 inches flacid, chances are he'll be at least that much when erect, it won't shrink lol :D
However, a 1 inch flacid penis can turn into a 6 inch. Similarly a 3 inch flacid penis can also turn into a 6 inch when erect. A small flacid size does not mean small when erect and similarly a large flacid size can remain more or less the same size when erect, just harder.
