It's possible, yes, but it would be a niche, not a mainstream offering. In large part, she would either need to be equipped to work the very high end - which means being in exceptionally good shape physically, being very well schooled in feminine etiquette, and being experienced and comfortable running in very upper-class circles, because she would be more of an escort - OR, she's going to be a fetish for a small number of men who are willing to pay for an older woman and would choose her over a woman in her 20s or 30s. Most prostitutes are retired by 40, because it's difficult to earn enough to stay in the game.
Sure she can be. She would not be able to compete for as many customers as a younger woman just because of looks. But if she is good at it, she could gain customers by word of mouth. And many 40 year old women look much younger, so that would help her. There is no age limit.
