Yes. Cuddling is a very intimate and nurturing activity to begin with, but when you remove the defenses of clothing it becomes so much more so. I have been doing this for years, not only with my wife, but also with a few of our female friends who are comfortable enough to join us in bed for it. It actually helps build a much stronger relationship. Especially when there is no sexual expectation.
