No it's not cheating, some see it as just another type of masturbation like watching porn but sexting has more interaction.

It really depends on if they actually know each other and live close to each other vs some random girl that lives in another state or country. A random girl I think is more just harmless masturbation, but if it's someone close that he knows that's really getting close to the cheating category, because that's not just a "fantasy" that will never happen in real life..

I wouldn’t call it cheating but he/she is being very suspicious and being disrespectful with who they are with. I only call it cheating if the act on the crime but you probably shouldn’t trust that person and tell them to stop. If they even did it once you probably should end the relationship right there.
