So, yes, women should be allowed to walk around shirtless and in some places they are. In NYC women can walk around shirtless.
But, breasts are in fact a sexual feature. One of the most accepted theories of why women are the only mammals that have protruding breasts all the time is actually as a sexual feature. The reason is that since we walk in two feet the derrière is not longer as visible for males, hence protruding breasts 😉
