I don't think it matters, really. I would say if you really wanted it off you could pull at it and he'd take it off. Normally I keep shirts on/bra on during sex but that's only because it's not very sensual, when it's more sensual his shirt is off. I hope I make somewhat sense.

Usually think he wants to do a quicky. If he doesn't want to take the time to get all undressed it probably is cause he's too impatient or he wants a quickie.
