It's a determining factor. I will see girls with smaller boobs more attractive than those with bigger boobs. I also prefer perky over saggy, and I know that all will eventually sag, but I prefer them to be perky when the girl isn't that old, so a 20-40-year-old with saggy or big boobs will be less attractive than one who has small perky boobs will be more attractive.

I see where you are coming from, however some women wear them so clothing fits better. Shirts and dresses don't come with bra sizes. Therefore a dress might hang loose on a woman's chest.
