Can't tell from a single picture. And its clear you got makeup on, so it's a mystery how you actually look like. Also your not standing so can really tell how your body looks like. But soly on that picture and some imagination you looked beautiful. If you do on other pictures, without makeup and standing, who knows.

Not at all ugly. If you two do not know each other well, he may be a lot like myself, and need more of a connection with a person before he can have sex with them. Sex to me is an intimate thing, he may be of the same opinion.

Similarly, if you have been dating, he may not be ready yet. Some people take a little longer to process the relationship. He may need more time, which is a good thing, because that means he seriously respects himself/his process and he respects you.
