Of course it should be legal everywhere. It's a business transaction and no one gets hurt unless they pay for it.
The biggest thing that makes it illegal is, for the most part, it can't be taxed easily otherwise it would have never been illegal in the first place.

That's not right in any way. I'm separating the two completely. Assuming both parties agree fully to the "arrangement", and the guy is willing to pay, then why not? It would be one think if you could stop it completely from happening at all, but you can't.
