I think modesty has different levels, depending on how comfortable you are with the people around you. When I was a kid and up to about age 12, I ran around the house in just my underwear on many occasions, but never when someone other than immediate family was present. You may feel comfortable being nude around your spouse and perhaps in underwear around your mother and sisters, but want to be fully dressed around everyone else.

Mmmmmmm, I do understand that view concerning the whole thing about how to dress, and we grew up looking at it the same way (although I always was a young man who was of course highly attracted to lots of skin showing), but my idea of modesty tends to be more based in how a woman carries herself in personality and character as opposed to how she dresses.

I think it's easier to think in cultural terms. Whatever the cultural norms, going beyond those norms becomes less modest. It will vary greatly from one place to another. Going beyond the norms becomes more suggestive and less modest.
For those of us in the northern climes, we go through winter when everyone is covered head to toe, with bulky clothes and very little shape showing through. Then spring comes along, with a little skin showing. A little leg. A shoulder. Maybe some cleavage. After winter it's like OMFG that's hot! Then after a while you get used to it.

Modesty is a relative term, also modesty is about behavior, not only looks.
