Assuming you are discussing pedophiles and minors/children, the latter are easy prey are "innocent" of the activity, which give the perv a feeling of power and dominance, something he is mentally incapable of achieving with an older female.
As for prowling around the homes of actual mine workers, I assume that he lives in the community. It seems unlikely that he'd travel long distances for such a specific target when cities have children in a surplus.

@And777788 i majored in social science and psychology. people tend to be fully aware of the conseuences of having sex with a child and consciously deciding against facing those. the number of men who are "exclusively" sexually interested in children is incredibly low. most pedophiles are also interested in with having sex with legal women. those are a few of the reasons, why there's only so few who incriminate themself. if you look at consumption of child pornography, that is actually relatively far spread compared with child rape. and i would say a vast majority of men could be considered hebephiles (sexual interest in post pubescent women roughly 13-17. after all, the human brain is inherently conditioned to procreate early, as from a biological/historical standpoint, the human female has the best chances of surviving the act of "giving birth" at a younger age. i'm fully aware, that infant mortality and maternal mortality is incredibly low in modern times but the human psyche does not evolve that fast. remember: only very few generations ago, we struggeled with getting basic stuff like food...

the more you know: sex outside of marriage is condemned in so many religions and historical societies, because people frequently married girls at 13-14yo. so "adultery" in historical times would be very similar in meaning with child rape by todays standards.
