Because it's closeness. It's like saying why would someone get turned on by a slow dance? It's simply closeness. To feel the privates touching. I'd say a leaning chest hug is always the safest. But if the hug is brief thoughts like being turned on are less and less too... However, deep and close friends or family you need a nice and long and full bear hug.

But id say for me hugs rarely get this way because of the mindset of both. Unless the girl was wearing something attractive or sexy. It usually is a hug without a turn on

Yep, two major reasons:
1) women secrete hormones that act as a aphrodisiac. The hormones are transmitted through the air. When you hug, the guy enhales air full of your secreted hormones. Biology takes over at that point
2) touching your breasts. When you hug, you breasts touch our chest and that is a major turn on.
There are others but these two are biggies.

Because we're LONELY AF. This is something, like 99% of women never have to experience or deal with. But a large amount of men will go MONTHS, or even YEARS without touching another human being (other than maybe a handshake or something). So yeah, loneliness is it.

They get turned on by a close hug because they are brought up and taught to believe hugs between men and women are only for sexual pleasure and only between married spouses. Hell for the longest time the idea of two grown men hugging were looked at as only homosexuals do that and fathers and sons were told to handshake only. My mom took a long time to finally get my dad to even hug my brothers and I because in our Mexican culture we are taught to hug our family members. My dad being a white guy was taught different and my mom does not believe in that. I too do not believe in the coldness of such a culture. Love is universal and eternal.
