There are companies outside the USA who make custom fit condoms, but you can't "legally" ship them to the USA, because of the regulations.

I already addressed that. They don't sell condoms that fit even online in the USA because of FDA bullshit (it hurts guys who are really big, too).
Maybe somebody running the FFDA has tiny penis, and is way overcompensating?
