If it was some creeper literally staring into me for minutes straight, I'd likely notice and shout at him but that has literally never happened to me ever - and I think I'm at least decent looking. But if it's just glancing at my chest for a slip second then... whatever. It's not a reflection of their opinion on my character as a whole. Just one portion of it.
Women - or at least I am - guilty of checking out a random guy's shoulder and torso width since I consider it sexually attractive and pleasant to look at for a moment. It's no different to what men do when you get down to the heart of things.
Too used it because it happens with me from the age of 10 thanks to the genetics of curves. Wish I had small boobs like mom.

Yes some guys are not in any way discrete about it 🙄 and I don't think it has anything to do with being horny, it's just the way they are wired. And it wouldn't be half as creepy if they were discrete about it but unfortunately some of them aren't.

Why is that creepy? Men are very visual. You can bet if your in public, some guy is looking at your chest at some point. Unfortunately, unless you wear super tight jeans that creep up , women don't show anything between the legs (which is the best part). But some show camel toe and then guys will stare big time, and point it out to every guy they can.
It's not always creepy I will say that but it is uncomfortable for someone to be staring at you especially if they notice you noticed them looking and they still stare. But sometimes guys don't just look at you One time I noticed a guy looking at me and then he started touching me even when I asked him to stop and if i hadn't been with a friend I don't want to know what would have happened. It is situations like those that make women uncomfortable and creeped out even when it is innocent looking. The glancing of breast isn't creepy, well not from most men. We, just like anyone else, enjoy looking at beautiful things, and most of us find breast beautiful, so we look over.
It sucks that many women see this glance as instant reason to label the man a pervert, creep, or possibly sexual offender.
