I've got a question. If your mom can afford the surgery, than can't you move out somewhere else? It just feels like where you live isn't safe.
My opinion:
I don't think the surgery would help, a**holes like this will always be like that. And since reporting to the police doesn't help, then I don't think surgery is the solution. I think you should move somewhere safer. And what is worse, what if your mom regrets it, after it has been done? I think this decision is very likely to be regretted in the future, especially that she is doing it to escape a**holes.
I wish you all the best man, that feels so harsh. I hope your mom is okay. I can't believe the pain she has to endure.
Thanks for your opinion, Yeah Surgery is quite expensive option, Mom is trying to relocate her shop to some other Place it's also Expensive, but Still there is a Chance if those Guys look and Search about location of her New Shop then Again they might Start Molesting her, Mom has already started wearing tight Sports bra, loose clothes but it's not Working Against those Guys who have already seen her and they know about her big Size, So in this Situation Surgery Could be a Permanent Solution.
I think that is a good solution moving somewhere. I think you answered yourself she is wearing clothes to stop the harassment but still it doesn't stop, So it might not help, what if they still harass her after? I would've advised to get security like bodyguards around the shop, but I dont know if she can afford that. It is a big decision to be honest and the consequences might not be in her favor.
Yeah Mom is trying to manage to move somewhere else, Yeah She can't afford to have bodyguards because she already facing financial issues, Sports bra and other clothes Would have helped her if she had Worn them from the beginning but You can't unseen what have already Seen and Confirmed.

She needs to stop going wherever those guys are. If the police aren’t doing anything, don’t let her go near those guys. She needs to stay home until she can sort this stuff out. That’s what I’d do.

It's not dangerous other than the risk of infection. I assume she is done having kids. If she has the cash it's not a big deal.
It's not the side effects that you should be worried about it's the recovery it's painful as hell
before she goes to that extreme. has she tried to naturally reduce the size of her bust. or increase her upset body muscle mass to be better able to carry the weight?
breasts more mostly made from fat and muscle tissue. so with targeted diet and exercise. a woman can add or reduce the size of her bust in a more natural way. however this typically does not happen over night. so it can take week, months or even years to get the desired affect or look.

ideally. most people can chance there outward appearance in a more natural matter. however it takes a few factors. knowledge - building a plan that best works for your body type. time - building a schedule to put that plan into action. effort - mount of will power you have to stick to your plan to get to your goal. getting a personal trainer or guide to help you is fine for planning and managing things. but only you as a person can truly change how you look and feel about yourself. with effort and time

But she really has to be seen by her primary care physician to make sure it’s safe Don’t trust people on the internet for advice Her primary doctor will see if it’s safe for her

If she doesn't actually need the surgery health wise then most likely surgeons will turn her down and insurance won't cover it. You'll have to find a plastic surgeon who is sympathetic to her. And still its gonna be very expensive since it requires removing tissue and skin

I don't know about in the Philippines, but in the U. S. breast reduction surgery is covered by most health insurance plans.

Mom is thinking for the Surgery not for Vanity, Some Guys of a Criminal Gang often tease and Molest her because of her big boobs that's why Mom thinking to get reduction.
