This is a good question, but may not account for intact or circumcised guys. The latter has no foreskin, and most of them were done at birth, so they won't know what they're missing.
Any circ'd guy has the potential to function, but it's all going to be different, depending on the amount of tissue that was cut away, any other nerve or blood vessel damage, and how dried out the glans is. Dried out is far less sensitive and usually takes more effort. Speaking from experience on that one. Routine infant circumcision seems to cause the most discrepancies. To answer your question, for me, it depends on arousal, sort of. Normally, any touch to the glans is painful, including walking. Imagine pulling the clitoral foreskin back and rubbing the clit on jeans; it's going to hurt. Aroused, usually the brain interprets things a bit differently and while the glans still hurts, it can start to feel good after a few seconds, but then becomes numb. Doctors to whom I've spoken call it nerve damage from RIC, and there's currently no solution. Pretty annoying and discouraging, so wherever I go, I try to mention to people to let their sons have a choice.
