  • This is a good question, but may not account for intact or circumcised guys. The latter has no foreskin, and most of them were done at birth, so they won't know what they're missing.
    Any circ'd guy has the potential to function, but it's all going to be different, depending on the amount of tissue that was cut away, any other nerve or blood vessel damage, and how dried out the glans is. Dried out is far less sensitive and usually takes more effort. Speaking from experience on that one. Routine infant circumcision seems to cause the most discrepancies. Hooray for forced genital cutting of babies (very sarcastic).
    To answer your question, for me, it depends on arousal, sort of. Normally, any touch to the glans is painful, including walking. Imagine pulling the clitoral foreskin back and rubbing the clit on jeans; it's going to hurt. Aroused, usually the brain interprets things a bit differently and while the glans still hurts, it can start to feel good after a few seconds, but then becomes numb. Doctors to whom I've spoken call it nerve damage from RIC, and there's currently no solution. Pretty annoying and discouraging, so wherever I go, I try to mention to people to let their sons have a choice.
    In any case, still a good question.

  • The most important thing is to minimise friction.
    I believe girls usually need lube, but guys also have the option of being very dry as another way to minimise friction.
    Personally, I prefer to be very dry because masturbation is frictionless like silk, it's more pleasurable, and it's much less messy to clean up afterwards. As soon as it becomes damp, friction gets too high, and then lube is required.

  • There is a bit of hypersensitivity there if that's the only spot being rubbed, but it still feels good. Honestly it isn't something I would do during masturbation, but it's an interesting way to be teased and pleased by someone else.
