Many do. If they are not used to a woman being even a little friendly with them, then regular conversation feels like flirting. Also, if you're attractive, just existing can feel like flirting. Both are cured by getting a guy a platonic girlfriend who is at least moderately attractive. This probably won't happen to guys who have sisters with whom he gets along.

No most of the time I don't think so but sometimes it's really hard to tell. Girls have liked me in the past and I didn't realize it till way later and I've also thought a girl liked me and it wasn't true. It's pretty hard to know sometimes.
