In all honesty its 50/50 situation!
When you have sex, it's really intimate and you both want to feel each other. In that context if girl tells me that she doesn't want to take the bra off, then I will think that she doesn't feel comfortable and confident with me and I should take a step back and maybe say that I dont want to have sex... yet. In the end its girl decision if she wants to take it of or no. Although in personal preference I dont really mind at all.
