Most state laws say that if they are not a blood relation and the person has not been legally adopted by your own parent then it is not classified by law as incest. In fact I just learnt yesterday that 2 states in the US say that sex between adult family members is not against the law at all.
This doesn't mean it's morally right though.

No, there is no blood relation. A stepmother, is not a 'blood' relative, so her younger sister is not either. You could fuck them both, and not considered incest, although you father may not approve.
