Is going out with underaged girls becoming normal?

reason i ask this is cause someone i know is always going out with underaged girls, i wouldn't call him a friend anymore cause i seperated from his snake ass but he is always dating underaged girls, he is 19 by the way and dates girls that are like 16 and yes he does have sex with them, he took the virginity of one and even bragged about her pussy blood on his shirt, what bothers me is that no one around him seems to be bothered by him, he got sued by the parents of one of his exes and she saved him from it, you would think he learned his lesson but now he is with a girl that if ima be honest, she looks even younger then the last one, is this shit normal or is this only normal in miami cause from what I've seen, i seem to be the only one bothered by this here

16 is the legal age where I live and 14 with signed permission from her parents or perfectly legal provided we are married. Romeo and juliet laws cover your friend I think.
16 should be the legal age, seems stupid that under 18s can have as much sex as they want legally with other under 18s but as soon as one turns 18 its ilegal.
Older guys have always gone out with younger girls usually because younger girls are more interested in older guys.

Where I live, the age of consent is 15, so I wouldn't say I am shocked, but it does sound a little shady the way he seems to not care. That being said, I feel like three years is not a big age difference, and that some of these laws are a bit over the top. The only reason why they won't do anything is because there's not enough people coming up to step forward to stop him. I'm not telling you to get involved in it. There is a biological reason for that. Girls start puberty earlier than boys and they dont take as long to reach sexual maturity. Guys enter maturity later and take longer to complete it due to their size differences.

@SuccessfulHornDog I doubt this assumption. I've met immature old guys and many mature young men. This depends on the person. A guy dating girls way younger than him is definitely on the immature side. I've always found it to be a turn off.
