Why would it matter if it's common? Your parents aren't concerned with the discipline of every kid on Earth, just you, because you are the only child (unless he you have siblings you neglected too mention in your be question. If you have concerns about this type of behavior modification being appropriate for a healthy family environment, than if there is nothing going on that is hurting you emotionally or physically, than yes. It's normal, and your parents do this because they live you enough too discourage you from doing stupid, self destructive things.
If there is something harmful happening too you, talk too a school counselor, or call Department of Social Services, Child Protection Investigation Division ASAP.

Back in the Philippines, physical-discipline is the traditional method of enforcing order with a misbehaving child. But parents removing lower-garments (incl. underwear) for spanking isn't the predominant norm. In fact, I only heard of such a thing when I got here in the U. S. Until then, I thought all parents who spank just grabbed a belt or stick and smacked the misbehaving child in the rear with no regard to the child's clothing. Realizing otherwise was a shock to me.

The age for spanking is generally the younger years. As the children grow older, their maturity & conduct is expected to rise together with their age, so such disciplinary-measures are supposed to disappear over the years.
