Some women want that to happen. I've seen message groups where women share stories, and even tips on what to wear, etc, to try to entice men to do that.

But as a guy... there is no way to know she actually wants it, and so even if the groped woman was desperately hoping someone would do that to her, there is no way the groper could know that, and so it is sexual assault.
And because of that, I'd never do it. Any physical contact I have with people on public transport is incidental and unintended.
