One culture I know all around us did this in the past and may still in some communities. The intent was to introduce post pubescent boys to safe, clean conventional sexual relations so that they would know the ropes and make (as many) mistakes when sex comes their way. I know this is very un-politically correct and suggests illegal behavior but it was never forced on boys... they were willing and accepted it as a rite of passage and it left no psychological scars... just knowledge and fond memories.

Outside of general health (And many parents aren't great at that.) most parents aren't really great at choosing things for their children. Fortunately kids are pretty resilient.
