Not all cougars are milfs and not all milfs are cougars. If people are calling a woman cougar it's usually one of two things. Either she seems to consistently find herself in situations with younger guys that she also entertains which gives the impression she's into younger guys. Or the person made a judgment call whether by their experience or ignorance.
Have quite a bit of experience with cougars. The vaaaast majority of older women who consistently get with younger guys are putting themselves in position for things to happen with younger men. Turning down older guys and doing just enough to get younger guys to go for them instead of younger girls.
a lot of older women are into younger guys, but they're still women. Most still want the guy to approach. They tend to be more confident and experienced, but generally they still want that. So from outsiders looking in. There's little difference between a woman who is just entertaining these men vs a cougar who wants to go home with said men.

Cougar means SHE'S the one chasing, not the other way around... Whereas when younger guys are doing the chasing, it's more milf as explained in definitions provided in this post
