Well that's a complicated question
Women know female bodies and anatomy more than a man who never tried to learn about it.. so a woman would tend to know what works and 'clicks" during an oral than a man who has no idea
Thus a woman might be better than an inexperienced man who never tried to learn to be good in oral... trust me, some guys don't even know where the clit is.. they'd just go about licking randomly and doing nothing
However , the other factor is that since most women are straight and only attracted sexually to men , they'd prefer a man doing oral on them than a woman even if the woman is an expert
We straight men would also of course pick a woman over a man for a BJ even if the Man gives a great BJ or even if the woman has no idea how to give a BJ right?
So for a straight woman, the man might be "better" for her than any woman even if he has no clue about giving oral to a woman
I imagine the same sex is always going to be better at pleasing themselves because they know their body better than the opposite. I've even heard gay men say men give better head than women.
Having to learn how to please the opposite sex is part of the challenge and enjoyment of it, although I would say - and not even bragging - I am probably one of few men who didn't take long to figure out how to eat the kitty right. I wouldn't know. I never received cunnilingus from a man or a woman.
The prevailing wisdom is that a woman should be better, since she knows exactly what pleases her. But every woman is different and knowing what pleases her doesn't mean she knows what will please her partner. But you would certainly expect a woman have the advantage.
However, there is nothing a woman can do in gn cunnilingus that a man can't also do, if he is told what to do. So if women a better than men at giving cunnilingus, it is only because the women who are receiving don't/won't tell their male partners what they want.

Well, based on basic understanding of anatomy, self knowledge, and body language, women likely have a better sense of what is pleasurable and satisfying. The same is basically true of men and fellatio.
But not everyone enjoys and responds to the same things. Every woman i’ve been with was somewhere between a little different and very different from every other. The real delineation is between people who communicate well and understand their partner’s needs and desires. A strange woman might be able to satisfy another woman more consistently than a strange man. But i would not bet on a strange woman being more capable than a long term male lover.

It depends on how much experience a guy has and how well his female partner communicated what she likes and didn't like. If neither have ever done it before a woman would have the advantage, but a guy with lots of experience is just as good if not better at it.
