I think it is a variety of things. One, there are too many hormones or hormone mimicking substances in our foods and medicines. Most of those substances mimic estrogen. Two, society has spent most of these men's lives saying that white men are the most evil creatures on the face of the Earth and since most people don't want to be evil, they soften themselves, sometimes to the extreme that you just pictured. Three, we have generally removed rites of passage from our society. Many cultures used to have a prepubescent boy working toward accomplishing a challenge as a way to prove his manliness. By removing these rituals, we have taken away that sense of accomplishment and belonging. Four, decades ago we began labeling masculine tendencies as evil or destructive while elevating feminine tendencies as good. Of course, in reality, there are some good and some bad, but we no longer attempt to funnel boys into the good and away from the bad, we just denounce the whole notion. Five, women for decades have complained when men were being too macho or protective, even when it was in a positive or polite way (like holding open a door or carrying all the groceries). I'm sure there are more but I can't think of them right now.
I think I've heard that average testosterone has been declining over the generations in certain cultures (ex: in the United States) and I've heard it attributed to increased consumption of heavily-processed foods and concentrated sugar. I think the bigger factor though than testosterone levels is that gender roles are being discouraged and deconstructed in lots of academic institutions which tend to be quite left-leaning and largely consist of middle to upper-class white people.
Might also be related somewhat to decadence, and comfortable and luxurious lifestyles. I think I watched a talk from Camille Paglia long ago where she related trends she was seeing today to ancient Rome at the height of its decadence with its aristocracy becoming increasingly androgynous.

I agree with you and it's disturbing. A good percentage of the under 30 crowd now I can't tell whish ones are gay. 50% of them look gay. zero muscle tone, little or no body hair. Feminine haircut and don't know how to say hello or look you in the eye. I really don't understand, perhaps because so many were raised with no dad present. It's not good. I'm getting old and I could kick the shit out of almost all the under 30 people where I work. I think my wife who is 115 lbs could take a lot of them
Well let me ask this why are women becoming more masculine? They continue to take historically male roles. Furthermore the majority of women’s clothing started as men’s clothing heels were invented to make men taller back in the day and showed social stature. Dresses and skirts were and in many cultures still are wore by men. Ie scottish kilt. However historically women took care of the home while men worked. Why do men open doors for women? Chivalry. What about women wearing pants? In fact it wasn’t till the late 50s when it became socially acceptable for woman to wear pants. Makeup was used buy men and women for centuries but it’s now only for women? I’m not even going to get started on sex because some of the greatest leaders in history were gay or at minimum bi.
