I'd imagine because, though masturbation feels better from a purely physical perspective, it's completely lacking in the emotional department.

Humans are pair-bonding creatures so, unless you're part of the <1% of the population (both men and women) suffering from crippling social anxiety, most of the pleasure from sex is attainable only when it's with someone you're emotionally attached to.
