You can report anything you want to the police, that is why your taxes pay for them. If this guy was grabbing you, why didn't you remove yourself from the situation the first time? (not saying you are wrong by any means)
Also, just as a thought, why would people think men who touch women inappropriately are mentally ill? It is a natural instinct for a guy to want that since the beginning of time some people cannot prevent their urges. Whether or not it is right is a different argument.

If you removed yourself from the situation, and made it known you did not like that. And he came toward you and continued doing it. Call the police. I'm a huge advocate for defending those falsely accused however that is enough warning in my opinion for a guy to understand the situation and stop. If he didn't then that is his fault and can pay the consequences.
And there was another time when he "jokingly" grabbed my bum... but i didn't think anything of it, until this happened.
Sexual assault is a crime of violence, not a crime of sex. It's about humiliation and domination.
As for reporting it, that's up to you but reporting it does sign you up for a long series of difficult situations.

I'd report him straight away to the police, I understand what it's like in England and sometimes people in your situation don't get real justice especially like the suspect is a immigrant because people are afraid of being called racist but honestly do what ever you can to make sure this never happens again and he learns his lesson.
