The obvious answer is that males are biologically driven to "spread their seed", which can be translated to "men want to bang every girl they find physically attractive - but it's also true that the vast majority of men don't nearly as much sex as they want, so they are always "hungry" for sex. This desire of men has been exploited by various people since forever.

While women obviously have sexual desires, their desires tend to be tempered by the fact that they only want sex from men they have an emotional connection with. Men don't have this limitation; even men who prefer to have a sex partner they have an emotional connection with will usually be happy to settle for casual sex if it's available, rather than go without.

Having said all that, the last 20 years have also seen a big rise of "ghetto culture" in the mainstream media, in the (false) name of diversity. Ghetto culture tends to dispense with morals and tact and manners completely, and tends to be incredibly shallow, selfish, self-centered, and self-aggrandizing, and that's exactly what you're seeing with Tyler The Creator here - along with lots of others. And while that's a related problem that contributes to your primary issue, it's still a separate problem with a different solution.
