yes that's relatively normal. children even at that age explore their body and if they find something that feels interesting or good, they'll do it more.

Well, kids that young do it because it feels good. A 3 yr. old doesn't understand what it is they're doing. All they know is it feels good, something to do when bored, and helps them sleep better for naps. I know I did that when I was 3 so I'd say it's pretty normal.
