Possibly. If he has an erection when you do it there is a whole hell of a lot of blood flowing into the thing. And if you cut it off at the base he won’t be able to use a tourniquet which leaves him with a hemostatic dressing, which most people don’t have at home, and direct pressure/elevation, neither of which would be that effective for arterial bleeding. So yeah, if he doesn’t get to a hospital quickly enough or can’t get the bleeding stopped on his own he will become hypoperfusive and eventually die.
