Do guys masturbate with a condom on?

One night when I was at my partner's place, I saw an unused condom below his bed side. We usually don't use condom whenever we had sex and we don't have sex in his bed anymore so am very much surprised to see it. I didn't want to asked him about it because we are FWBs. And we've never had sex for a long time (6months) before that night. About 2 days after that night, we had sex. He usually pulls out so we never use condom. This time while in the middle of doing it - we had to stop and he asked if he could put condoms on as he can't hold it. And we both don't want me to get pregnant. So I said, he should. And then he put the condom on and we get on it again. And then about 3 minutes after that, he came. This is the thing, my experience with him is - if we haven't done it for awhile - the next time we did it - he wouldn't be able to hold it like he used to so he would need a condom. And if we do it often - he can hold it until he's sure that I'm done (which takes kind of a longer time :) ). My question is what is that unused condom doing by his bedside. Did he recently have someone sleep over in his bed when I wasn't having sex with him and wasn't able to use the condom? If he had - how come he wasn't able to hold it with me when we had sex again? Or was he going use the condom to masturbate? Or maybe that's just a left over condom, maybe there's more in there before and were thrown in the garbage already. What do you think girls and guys?
