I don't think it's accurate. I think I know the study you're referring to, but I can't remember the details. I think it was something like self-reporting, at least in certain countries (looking at you Congo), which can easily be exaggerated whether you mean to or not. Every man wants to stretch the limits of 'legal measuring'. Other studies showed lower averages like 4.7 to 5 inches stretched. Stretched length is a good way of seeing how long it'll be hard. That way you don't need to pop a boner in front of anyone. Of course, whichever way you do it, there may be difficulties in keeping 100% same conditions to ensure similar results across the board.
