Looking at someone's forearms might indicate that he has a bit of muscle mass and is strong, but it's not going to predict if he has low body fat and is defined. He could easily have flab over his muscle. Not that much fat builds on the forearms or calves on the legs . Guys tend to gain fat around their stomach first with small amounts going to places like the chest, butt, upper legs, and upper arms. You can still be strong and muscular with a bit of fat, but I think you're more wanted to know if a guy has about 5-10% body fat (look defined), while an average healthy male might have 15-20% body fat (looks a bit flabby).
