I would believe it's up to the girl and what her beliefs are and just because she made out with you, it doesn't necessarily mean that. It depends on her personality a lot.
She may want a relationship with you but then you would need to get to know her first to see if she is the type who will have sex and not care or she won't have sex because she is the type who has a strong emotional attachment to having sex.
It just doesn't seem logical to implicate having sex is definitely going to happen just because of sexual attraction and making out with someone.
Believe it or not, there is no guarantee. I would say that it's probably more of a yes than a no. It's possible that make out was all she wanted. You can usually tell by how intense the make out session was. If it was purely kissing, I doubt it. If there was more passionate kissing (heavy breathing, more intense) than it's possible. If there was passionate kissing as well as some touching than most likely yes. And by touching I mean maybe her hands grabbing your butt or up your shirt. stuff like that. There's hardly ever harm in asking.
